Rose and Marigold Cultivation in Uttarakhand: A District-level Spatio-temporal Panel Data Analysis

Abstract

Floriculture has emerged as one of the fastest-growing and economically important sectors of horticulture in India, contributing to agricultural diversification, employment generation, and farm income. Uttarakhand possesses favourable agro-climatic conditions for the commercial cultivation of ornamental crops, particularly marigold (Tagetes spp.) and rose (Rosa spp.); however, district-level assessments of their cultivation dynamics remain limited. This study analysed temporal trends in the cultivated area, production, and productivity of marigold and rose across the 13 districts of Uttarakhand from 2016–17 to 2020–21 using secondary data. An ex post facto research design was adopted, and descriptive statistics, Annual Growth Rate (AGR), Compound Annual Growth Rate (CAGR), and panel data regression analysis were employed. The panel dataset comprised 26 district–crop units and 130 observations. The random-effects model was selected on the basis of the Breusch–Pagan Lagrange Multiplier and Hausman specification tests, while statistical inference was based on Arellano HC1 cluster-robust standard errors. Descriptive statistics showed that marigold occupied a larger average cultivated area (64.15 ha), recorded higher production (183.71 MT), and achieved greater productivity (32.70 q ha⁻¹) than rose (10.94 ha, 15.27 MT, and 16.14 q ha⁻¹, respectively). Growth analysis revealed substantial spatial variation, with Udham Singh Nagar recording the highest AGR in marigold production (226.13%) and productivity (153.38%), whereas Uttarkashi exhibited the highest CAGR in cultivated area for both marigold (35.39%) and rose (91.29%). Panel regression results indicated a significant positive temporal increase in cultivated area, whereas production showed only modest growth, and productivity remained statistically unchanged. The findings suggest that recent growth in floriculture has been driven primarily by the expansion of cultivated area rather than by improvements in production efficiency. The study highlights the need for productivity-enhancing interventions, including improved planting materials, scientific crop management, strengthened extension services, and district-specific technological support, to promote sustainable floriculture development in Uttarakhand.
